Hokkaido University Graduate Graduate School of Law established the Center for Higher Legal and Political Education in April 2000 to conduct specialized and practical research to address various social issues. This center has a ``Governance Division'' that explores new forms of governance and democracy, a ``Legal Dynamics Division'' that considers the dynamics of legal phenomena accompanying changes in modern society, and a ``Globalization Division'' that analyzes the international spread of markets, culture, and politics. Each department has a full-time faculty member, and while conducting cutting-edge research, we also conduct active projects to disseminate the results to society.
Japanese society is undergoing major changes, and along with this, the restructuring of social systems has become inevitable. It is necessary to treat people with diverse cultures and values fairly and to create common rules.
In times of change, conflicts of opinion and interest are becoming more serious, and the role that universities must play is greater than ever before. The Center continues its activities in order to distance itself from various conflicts, conduct objective analysis, and fulfill its mission of presenting possible options for society.
