The Hokkaido University Center for Natural Hazards Research is recruiting participants for its 2026 Program for Training Specialized Personnel to Strongly Promote Wide-Area Complex Disaster Mitigation (N-HRP).

With the aim of training disaster prevention experts who can respond flexibly and comprehensively to diverse disaster risks, we will implement the National Human Resources Development Program (N-HRP) to strongly promote disaster mitigation for large-scale, complex disasters.

What is the Specialist Personnel Training Program (N-HRP) for Strongly Promoting Disaster Mitigation in Wide-Area Complex Disasters?

This program offers an omnibus-style curriculum that combines lectures based on the latest scientific findings by researchers specializing in various hazards that cause disasters (earthquakes, tsunamis, volcanic eruptions, wind and flood damage, etc.) with lectures from field professionals with practical experience in disaster response at local governments and disaster prevention organizations.

This structure allows for a multifaceted understanding of disasters from both theoretical and practical perspectives, and enables the systematic acquisition of knowledge and skills applicable to real-world disaster response.


• Name: Specialist Human Resources Training Program for Strongly Promoting Disaster Mitigation in Wide-Area Complex Disasters (N-HRP)

Application deadline: July 24, 2026 (Friday)

• Number of lectures: 30 sessions (90 minutes each) *Combination of in-person and on-demand lectures

• Course start date: October 2026 to February 2027

・Eligibility: Disaster prevention personnel (employees of municipalities, private companies, NPOs, etc.) who have a university degree or equivalent academic ability, or who have at least three years of practical experience in government or similar fields.

• Course fee: 50,000 yen per person *Subsidies are available for employees of municipalities listed on the National Association of Flood Control and Erosion Prevention membership roster.
