Hokkaido　University Public Policy School (HOPS) will hold the 2025 HOPS Seminar "Considering the Northern Territories Issue" on October 16th.

By learning about the current situation of the Northern Territories, which are inherent parts of Japan, students will gain a deeper understanding of the territorial issue itself, and by learning about efforts in the Nemuro region, which is at the forefront of the return movement, students will learn about the process from planning to drafting public policy from a local perspective.
