Hokkaido University received an "A" rating, the second highest on a five-level evaluation, for the Top Global University Project (SGU Project) (project period: 2014-2023), which was funded by the Ministry of Education, Culture, Sports, Science and Technology in 2014. This rating indicates that the project objectives have been achieved with sufficient efforts, and that sustainable development can be expected in the future.

The Hokkaido Universal Campus Initiative (HUCI), the initiative adopted for this project, aims to be a university that contributes to solving global issues, and the entire university has been working on this based on the 1-4-4 Reform Plan, which promotes four educational reforms and four system reform plans centered around a governance strengthening plan.

The following points were evaluated in this ex-post evaluation:

  • As a result of the promotion of governance, education reform, and system reform, the results of the indicators set by this project, particularly in the areas of the ratio of female staff, courses taught in foreign languages, implementation of numbering, and use of external exams such as TOEFL for entrance examinations, are worthy of praise.
  • At Nitobe College, the active use of the "Nitobe Portfolio" maximizes students' communication skills, problem-solving skills, self-evaluation and analytical abilities, etc.
  • In order to create an environment in which students from Japan and abroad can proactively engage in exchanges and learn from each other in accordance with their diverse needs in Hokkaido, the university is planning an "International Competency Certification System" and is working to create a system in which each student enrolled at the university can confirm their own internationality and take advantage of the co-learning environment.

Hokkaido University has been selected for the Ministry of Education, Culture, Sports, Science and Technology's "Support Project for Creating Social Impact through University Internationalization (SI Project)" (project period: 2024-2011), which is the successor to the SGU Project. Through the SI Project, Hokkaido University will continue to work on increasing the number of Japanese students studying abroad, nurturing global human resources, and promoting the internationalization of universities.
