The Hokkaido University Regional Fisheries Co-Creation Center has been trialing the CREEN human resource development curriculum since fiscal year 2023, with the aim of developing human resources who will play an active role in research, technology development, product development, quality control, policy proposals, planning, and business strategies in the fisheries industry, including the aquaculture industry. Full-scale implementation will begin in fiscal year 2025.

Tuition is free. Some of the courses offered are eligible for the Campus Consortium Hakodate's "Credit Transfer System," so students can earn regular credits from each institution. Students attending Hokkaido University, Future University Hakodate, Hakodate University, Hakodate National College of Technology, and Hokkaido University of Education Hakodate Campus are eligible.
